Misaka is actually much stronger than many people think. In the show, Kuroko said that she can freely control electromagnetic waves and that actually includes a lot of things like microwaves, λ-waves, light, radio waves, and gamma rays.(Maybe more, I'm no expert)
Edit: Ok I'm an idiot λ-waves and gamma rays are the exact same thing

No one says Mikoto is weak per se. She is just not amazing anymore compared to how broken magicians at the top tier could do. She would still make into the top 50 most powerful people in the series, perhaps.
