Going to the BL is like the best decision a young player can make, BL clubs are among the best when it comes to developing young players and they are very likely to get playtime. His decision to choose germany over england is also pretty intelligent for his age if you look at how full of talent the England team already is and that he probably wouldn't get as big of a role in that team which also means he wouldn't get as much experience on the international stage as he gets now

I dont think they need another striker.
