I like this idea. A suggestion, make a unit that throws fireballs that have a pretty decent area of effect but a long reload time and short distance. Those could be the Molotov cocktail rioters.

If you think about it, though, in the initial assault, each soldier would have to kill about 50 rioters for them to win, and that would be without taking into consideration the deaths of soldiers as the battle progressed (less soldiers= kill less). The defenders never stood a chance with those odds.
