I have a head cannon that ghosts never visibly cry unless they feel extremely betrayed by the people that they trust the most because they evaporate when they touch water, and breathing in steam from boiling water will calm them down, so they only really cry when they get overwhelmed by negative emotions, specifically anger and betrayal, and I feel like Ghostbur felt betrayed by Tommy because Tommy told him that he was going to be okay, and then Ghostbur got trapped in limbo so he would be very angry at Tommy for lying and saying that he would be okay when he wasn’t okay.
