There are no subtitles (under the title on the title page) in the APA 7 guide. I don't know where you are getting that but it appears to be wrong. With that said I still appreciate the content and help. Still very useful.

I will use levels in my methods section, as per usual, however, can I simply simply put several intended paragraphs in the discussion section? Also, is there a specific formatting for the right intend for the beginning of a new paragraph ?
Section headings in the discussion section are not mandatory, unless specified by the journal/organization you're submitting a paper to. They're usually a good idea, but again, not mandatory. If your discussion flows fine without section headings, that's probably okay. For indenting at the start of a new paragraph, I just press the tab key, which moves your text over a half-inch.
That will actually depend on your university, so you will want to check with your graduate school/office. There are probably thesis/dissertation submission instructions on their website, which should specify all the required formatting.
Citing and referencing law cases is actually a little more complex. There's an entire chapter dedicated to it in APA Style Manual, so I'd suggest looking at one of the resources I list in the description (Purdue OWL, APA Style Blog, or the manual itself).
Which page should the running head begin- after the title page or when the abstract begins? Our paper has multiple pages of acknowledgements and table of contents, etc. so I'm not sure where to put it. thank you!
You only need to use superscripts if your co-author has a different affiliation than you. If the affiliation is the same, you can just list it out on the next line.
Any element of the Author Note can be skipped if it's not needed or not applicable. That said, at minimum, you'll usually need a correspondence address, conflict of interest statement, etc.
