I'm an American citizen born abroad and I coincidentally know a set of twins whose father was an American citizen in I believe the Air Force and they eventually moved to the States and established citizenship. I'm sorry I don't know more but I do know that her daughter is an American citizen.
Ok her home health care employer should sponsor her then. There are various categories of visas for immigrants to get employer sponsorship. Some of these people are being exploited by their employers because the employers hired them but are not following the necessary procedures to get the visas that they need. The lady seems like a decent person. However, she needs to have a better understanding of how the US immigration law works. I really blame her employer because this employer is taking illegal short cuts by not filing the appropriate paperwork with DOL and USCIS.
