If we don't have oven or microwave we can use gas for this

Yes you can, but it may have few difficulties. The problem with this method is that the paper ball will get heated up mostly at the point it touches the pan. In other words, there will not be a uniform heating across the entire ball. You will have to keep rolling the ball in the pan every now and then to avoid the paper burning, and this process may deform the shape of the ball initially when the ball is wet. The ball will be very hot to correct its shape again.
MIcrowave heats the ball uniformly from the inner core and will work out well.
Sunlight will cover atleast 50% of the surface and provide a uniform heating to an extent. But, this is the slowest process.
You can still try the gas stove method with a low flame, but make sure you squeeze remove the water from the ball as much as possible before placing it on the pan. Hope this helps.

Use a dish wash scrub (dark green colour scrub). Use it gently. You can make your own sand paper too. Take a thick paper of required size, spread some fevicol on it and sprinkle some sand on it and let it dry completely. If you do not have fine sand, you can use sooji.

Soak paper for atleast 4 hour. The more time you leave the paper in water, the more easy it will be for you to make the pulp. Leave it overnight if you have time.
