That's because the Genesis and the Master System both use the same Texas Instruments SN76489 sound chip. It's just that the Genesis also uses the Yamaha YM2612 for all instruments other than 8 bit square waves and noise (static).
When I got into emulation years ago, I never really understood why inaccurate sound emulation can make certain sound effects sound off for Genesis games. The goal post sound especially.
@@jjmadness2639 Most of the "normal" sound effects in Sonic CD are on the Mega Drive / Genesis' YM2612 FM synth chip (including the jump and skidding sounds which were previously on the SN76489 PSG) but a few like the time stones, the "future" and "past" speech and Sonic's "yes" are on the 7th channel of the Mega / Sega CD's RF5C164 PCM sample chip (the rest of the channels and the 8th channel of the RF5C164 do the "past" music, and I think the RF5C164 might also be used for the FMV cutscene audio). Of course, the music of the "present" and "futures" is in CD Audio.

I want a spiritual successor to the genesis Sonic games that takes the hardware limitations into consideration, something about the sounds of the genesis just feel so dang satisfying, the little imperfections of that console go a long way
It makes sense from a logical standpoint; Jumping is easily one of the things you do the most in the game, If it were on one of the main channels it'd keep interrupting the music all the time. As fewer musics use the PSG Channels, and usually just for backup the main melody, putting the jump sound there makes it less noticeable.

I love how channel 4 for losing rings just sounds like a bicycle bell
So that's why some parts of the music get cut off while Sonic performs actions.

It never occurred to me that the sound effects were not samples. (At least in part)
they would have interrupted the drums all the time, and the SEGA sound would have had to be in a lower sample rate or be removed entirely.
