Edited after checking rules: Normally you can only put one Star on each space. So this 9 turn is impossible under normal circumstances. However, what he didn't mention in the video (hence my original wrong assumption) is that this is the only Faction that ignores these rules so this is legal for this faction only.
Rusviet Innovative consistently wins in 12 turns but can win in 9 turns if it gets food off its first encounter, two pretty standard combats, and a mech from the final encounter. Same turns, but more plausible since Rusviet’s People’s Army ability lets them win 1v1 fights easily.
As requested I had a look at this. Nice solution but not likely. It required very specific encounter cards, and you winning every combat. Polania starts with 2 power and 3 combat cards whilst saxony has 1 power and 4 cards. Dont see how you can assume the win here for every combat - you are already behind from the first one. It relies on your opponent being inexperienced too and just letting you walk over them,. You can win chess in two moves against an idiot. So - well done. A nice exercise in finding a quick solution but this was not easy nor realistic.
