Roll the fenders don't cut it! Rolled is way cleaner and you don't need to worry about it rusting further cuz there's bare metal exposed. But they're already rusty so that doesn't really matter lol
Dont cut the arches, specially if you want it to be "clean". Get good size wheels and tires, that are meant to be driven and dont rub :D Dont go for the stance boy look :D
Heating up the fenders should help roll them. You seem like you wanna change the paint anyways, so you can go ham on the heat gun and not worry about ruining it
