Great video as usual. Where it gets complicated is when developers are not "internal" teams, but being paid to do the work, and billing hourly. Varying goals from one sprint to another, while keeping a vendor/partner billing arrangement, without hunting for that 5 point story is far more difficult. But I agree 100% with the theory you outlined.
You're absolutely right. In other words, an external vendor often has the wrong incentive i.e. maximising output (the more output, the more time is spent, thus more billing hours) whereas we want to minimise output while maximising outcome... Not sure there is a magic wand here, apart from creating, as much as possible, an environment where the definition of success is based on outcome, not output. E.g. coaching them to have a customer centric sprint goal, showing user behaviour metrics at sprint reviews etc. The (mis)alignment of incentives between client and vendors is key but also varies if we talk about output, outcome or impact...
