Kousei's mother did in fact get rid of the cat that he & Tsubaki found. I believe that she told him that it would be a distraction to him and keep him from practicing the piano.
If you go back and look through the episodes, you'll see that there's a black cat somewhere in most of them. So yes, the cat is definitely part of the symbolism within the show. In Japan, black cats are actually good (unlike in the US). They are believed to ward off evil spirits and bring good fortune. I would imagine that having one die on you would probably be not very good. 😨
