Actually it's much harder to rule Vietnam than to conquer Vietnam. China conquered Vietnam many times in ancient time but never established a stable regime or collect tax effectively due to endless local riots and resistance.
As far as I remember, since 939 when Vietnam got rid of China 1000 years annexation for good, from then on China's forces can only win 1 time invading Vietnam (Ming dynasty, got kicked out several years later). All the other occasions, you get your ass handed to you. Not that easy I would say.

PLA can only win the VPA in the maritime battlefield. On the ground PLA will have difficulty because of the tactics of guerrilla warfare and people's war of the VPA. VPA's dense air defense also makes it difficult for the PLA Air Force.
