I don `t think it was that bad. S17-18 and the movies (KOTR-JBS) did a decent job with him. S20 did also a fine job with him. The jokes were fine and not terrible. Not to mention of 28 episodes only 2 episodes habe the concept with Sir Topham Hatt and the comedy. The only episodes where did a poor job with him in S19&S21 were “Lost Property“ , “Henry spots trouble“ , “Confused coaches“ and “The big freeze“. He was fine in the other episodes in this two seasons.
No, it's just that he was so respectable in the RWS and the seasons 1-7. The sheer power of this man, who had a monopoly on all the standard gauge lines on the island was almost awe inspiring. He was THE fat director. Then CGI came along and made him into the bumbling idiot he is now. Even the Hit model era, something I consider to be the worst representation of the books alongside AEG, got him right. I know many of today's kids grew up with the CGI series, but if Mattel and Hit claim that this is Sir Topham Hatt, director of the NWR, then he will be judged by the standards of the original Sir Topham Hatt. And by the looks of it, they butchered his character.
While some people would like to think he’s suppose to be the straight man of the franchise, they forgot that even his earlier stories has the ol’ Fat Controller deal with rotten luck, with his debut appearance involving being weished by Henry, and having his hat fly off his head to then be eaten by a goat.

I too agree with you, him being goofy is actually a good thing because when he was strict, he kinda came off as a bit of a dick imo. I think it mostly has to do with the new 3d art style. Since the original series was presented as a someone reading a book to you, the characters themselves didn't have to move as much. Now since it's being presented as an actual cartoon, it relies more on visual gags then listening to the story.

People bring up how Sir Topham Hatt has been made too goofy in the CGI series, though I truly do believe this was a good decision to make. It shows he's not ALL a strict boss, but he also has h8s moments of being gentle, funny, and actually has a softer side to him. Of course, when he needs to, he DOES become the voice of reason when necessary. But sonce we see this side of him too, it shows he truly does care about his engines. People bring up how Sir Topham Hatt has been made too goofy in the CGI series, though I truly do believe this was a good decision to make. It shows he's not ALL a strict boss, but he also has h8s moments of being gentle, funny, and actually has a softer side to him. Of course, when he needs to, he DOES become the voice of reason when necessary. But sonce we see this side of him too, it shows he truly does care about his engines.
Some part of me winders if this was done in response to all the dumb articles explaining how Topham is supposedly an "authoritarian dictator" and blah blah blah.I feel a few changes could be made, but im glad we get to see this side of him. Hell, we even saw his goofy side in the CLASSIC SERIES. Does no one remember those?

It's too late for that, because he refused to listen to Thomas and just yelled at him like an incompetent jerk in Sodor's Legend of the Lost Treasure, instead. So he deserved bad luck, fair and square, and even if he realized that what he did was wrong and apologized to Thomas for making that mistake, he still would have to suffer from bad luck, because sometimes, apologizing isn't enough to undo the wrong thing he did.
