I highly doubt time stop would affect Diavolo inside the "erased time" as he's immune to anything else that happens, if GER was able to cancel it, was because GER's ability was permanently active before and after the effect, while Jotaro's time stop lasts shorter the KC's ability...
Time cannot be stopped when it is erased because no time exist in time erasure that's why the space disappears no time no space so jotaro have to stop time before diavolo erases it

I have a good technique for star platinum requiem skills: be able to stop time 10-11 seconds, be able to reverse time by 3-5 seconds
time stop is the strongest ability in Jojo, confirmed by Araki himself, as well as in jojo, time stop is a supertime, time erase simply will not work
