    Just bought a 1991 Ford f150 and noticed the license plate lights were out, so I crawled underneath to see what was wrong, and found someone just clipped the wires! Guess it was easier than changing the bulbs??? Now I've got to try and find the remaining wiring unless that was removed also.

    What are the two wires from the car and which goes to which wire

      Those two blue wires run from the driver-side rear running-light to the passenger-side rear running-light in the taillamp housings. The bulbs ground through the housings contacting the bumper, which itself is grounded through the chassis itself as a ground.
