That car was limited to 174 mph oddly. Back in the day, there was a TH-cam where a 6.1 went 174 mph "all day up and down hills and around curves" (as I remember it saying) on the German autobahn. When my 2016 Magnum SRT-8 was new - I foolishly tested it. I won't say more.

This has to be the 6.4l at least because the tailights suggest it is a 2015+ Crysler 300. But even that I must doubt especially if it's stock because it still takes a while to hit that speed. And even when you hit the "top speed" it is not gps verified. Almost always reads a few mph below while radar guns are suppose to be accurate. Either a modified 6.4 or yes a hellcat swapped 300 (definitely a few around) is my guess. Their doesn't seem to be enough runway to comfortably hit 174mph gps verified. It would take around a minute and as you can see there are either cars or curves. All just a guess though

At the end as we got on the interstate, he slowed down to see the badge on the back of my car because he didn't think I had a chance.

Almost certainly if they knew someone was at home and had the garage open already. 100% could have gotten away. Even if the garage was not open and it was power operated they would have likely been able to get safety. I'd have to guess they were covering the car with tarp in the front yard or something for a cop to be able to see it.

If one car is doing 140 and the other car is doing 150, it's "still pulling" as you say. That proves nothing about what is in the other car. A 300 SRT8 has 100 more horsepower than the police car and that's more than sufficient to explain what you see here.
The squad car did alright even if it topped out at 140mph; that's no slouch. I went up against a Hellcat with my Scat and I've never seen a car move that fast; I got smoked.
