You're right, terrible design by coleman. If you didn't disconnect the wire on the rotary switch then the HP pump is still running and the higher pressure is preventing the the chemical from coming out. You're going to have to take the wire off the second stack of the rotary switch so the pump does not run. I believe it's an orange wire. You can tee a solenoid bank and inject air if you want it foamy. Although brass will last five-ten years I would recommend using stainless fittings when dealing with tire cleaner or presoak.
I second this assessment. It seems like there's not enough OOMPH to push that presoak into the line with the HP water on. If it's not that, I'm as stumped as you!
I'm so jealous that your lines and manifolds are on the roof... mine are inside 6" PVC pipes ran along the underside of the roof so I have to work on a ladder and with my arms over my head any time there is an issue.... HORRIBLE.
You have nothing to to pump or pull the chemical to the bay. The reason pre soak is T ed under the rinse tank and tied into your Hp pump is so the pump will draw chemical once it's activated in the bay and the solenoid opens. Without anything to move the chemical you will not get chemical in the bay. On my JC pump stands I turn up the presoak pressure on the by pass regulator to decrease delivery time

Not quite. The presoak is driven by a boost pump. The cat pump doesn’t run at all for pre-soak. It was a wild problem to troubleshoot
Interesting all 4 of my JC stands run through my Hp pump
