Your PC and your router MUST be ON THE SAME network! Otherwise, you can't.

If your PC's BIOS doesn't have any form of Wake On LAN, the answer is that YOU CAN'T. Further more you also can't if you don't enable this BIOS feature.

If you don't have a static IP from your ISP(Internet Service Provider), you can't configure/allocate yourself a static IP. Instead, you can by a router that has Dynamic DNS, should you have a dynamic IP.
