Wow! Shang Tsung being loyal and not trying to take over the universe? Understanding that Shinnok's fate was well deserved and freeing him is madness? Never saw that one before!
The thing is. He isn't loyal. They just never truly display his betrayal right and the story is rushed so that the "heroes" get more screentime. It's a wb film. Great animation. Horrible pacing. Unless it's cagematch,but they had to fight tooth and nail to get that one right. And even then its a johnny cage centric film,which unfortunately gets annoying as much as he is a good character. The problem is mk doesn't do their villain/antagonists outside of one trick ponies and that's why it's falling flat. Shang tsung would have been epic af if he showed his true cunning. Backstabbing shao kahn,earthrealm,AND quqn chi all in the same movie? Hell yeah. But sadly. This shang like mk12/mk1 shang. Lacks that oomf that the og mk 1995 movie and mk11 shang tsung (aka the goqt himself cary hiroyuki tagawa) had. The intimidation factor is high but he lets you down gently. You know what he is,but you know as long as you play n move with the snake,he wont bite. Ya know? Shang tsung is easy to figure out (sorta),hard to master. Shang is anything but loyal to shao Khan. If anything,this is the MOST ooc of shang. But i chalk it up to bad and rushed writing. Shang here has bite but little to no screentime. Mk12/mk1 shang has more screen time but no bite or intimidation. Shang tsung has yet to have an iteration that has a balance of both WHILE ALSO staying true to the character while adding depth and flavor to make him interesting. (Nrs give him to me,i would absolutely love to write for mortal kombats antagonists! At very least shang tsung. Cuz there is so much that can be done!) Anyways,shang is loyal to only himself and his interests. If you happen to align,good. If not,well you might as well be SOULfood. Hee hee.
Shang Tsung is underrated. He's the most powerful sorcerer in MK Universe and he's always killed off by the likes of Shao Kahn and Liu Kang and now Kano. Man he's so powerful that he should easily defeat and decive everyone like he does in his ending in MK11: Aftermath. Also he can go toe to toe with Fire God Liu Kang but he loses to the player's random character select in the ending of MK1???????? Bull*s he should be #1 as he can change to over 1.000 fighting styles and combat versalities as the souls he possesses. Also he's shapeshifting can decive literally everyone at any time. Making him impossible to recognize him at key times of the battle and him losing to key characters every time is f*ing dssapointing and disrespect to him infinite level of mage and sorcery power. Do him justice and remove plot armor MK Universe Shang Tsung is THE BEST!!!!!!!!!!

Well Shan Tsung beat Raiden, Fujin, Sindel, Shao Kahn, Kronika became Keeper of Time and a Titan and also beat Thunder-Fire god Liu Kang in his timeline. Also he has deceived anyone with he's shapesifting countless times also he gains all the abilities of the thousands souls he earns not just their appeariences. Also in Ermacs' MKX's arcade ending he killed Ermac and collected all of his souls. Which is canon in MK9-MKX-MK11 timeline. Also Kronika was afraid so match of Shang Tsungs' full power that found a way to keep him in the void until her 1st defeat by Liu Kang.
I feel they made Liu Keng too weak. He loses way too much. Maybe to make Scorpion look better. The essence of Mortal Kombat is balance. Demigods like Raiden can fight against a police officer like Stryker.

Quan Chi and Shao Kahn are more powerful sorcerers than Shang Tsung in the original timeline. But Shang Tsung is just more crafty and resourceful.
