As I understand it, Payless used to buy its shoes from Chinese manufacturers at low prices but had to start paying much more due to changes in the exchange rate between the dollar and the Chinese currency. Given its reputation for low prices it wasn't able to pass on these cost increases to customers.
Most gun stores in New York were able to stay open (until they ran out of inventory) despite not being on the essential business list. As they often lend money on guns they had pawnbroker's licenses and therefore qualified as financial businesses.

When I was younger I used to buy my shoes from this exact store. I live just down the road on Lawndale Avenue
I never felt it was less as the older I got. As a child or teen I DO remember it being less
