so like, this is my understanding. not sure if i'm right, i'm an anime-only, but as I see it...
The person we know as "Horn", was actually the original "Syr". When she met Freya as a little girl, she told Freya that she wanted to be like her. Freya offered the little girl Syr a trade. Syr would give up her name to Freya, and Freya would, in exchange, give her one of her own names, which is where the name Horn comes from. The little girl named Syr lost the name Syr and obtained the name Horn. She then developed a crazy skill that allows Horn to, well, essentially be just like Freya. They can become doppelgangers of each other, and Horn is functioning as a receiver that's picking up ALL of Freya's emotions. Freya then at some point begins using the name of Syr to masquerade as a waitress, while Horn is forced to take on the guise of Freya.
Most of the times through the series, whenever we saw Syr, it was actually Freya. Meanwhile, whenever we saw Freya, there was a good chance we were actually looking at Horn, and the only way to tell is if we can account for the location of the actual Freya, running around as Syr. If we look back to prior interactions between Bell and Syr with this context in mind, some oddities begin to make alot more sense.
In episode 1, Bell get's the sense he's being watched, and he immediately runs into Syr for the first time. Freya was masquerading as Syr before Bell came into the picture, and I think this is the actual moment Bell fell under Freya's radar, in that exchange. In the following episode with Monsterphillia, Bell is sent to deliver Syr her wallet, meanwhile, we see Freya in two different locations around that time, in the coliseum setting lose the monsters, and in her tower. The wallet being left behind was there to drag Bell into the conflicts with the loose monsters. If you ever go back and rewatch the series from the start, try making sense of when Freya is actually Freya, and when she's actually Horn, it's a really interesting puzzle to try to make sense of.

Thank you that actually makes a lot of sense and helps me get around who was actually Syr in the beginning. I appreciate the breakdown! I think it would be fun to rewatch now knowing this 🤔

Whether we're seeing Freya or Syr in previous seasons, it's more than likely always Freya not Horn. We rarely see them both at the same time. Even during Monsterphillia they say that Syr has taken a day off, so she can go set lose the monsters while watching the events unfold then in the evening she's back at the tavern as Syr and tells Bell she saw what happened and that it made it like him even more.
Also I'd guess Freya herself goes to all the meetings/parties with the other Gods. Sending Horn would probably be too risky. Horn probably handles all the mundane day to day familia stuff while Freya gets to have fun living the normal as Syr. FYI, I also haven't read the books, but with every season I'm more convinced I should.

@@AerdynCh More about the current situation and why Freya is acting this way is because she's trying to distance herself from her life as Syr. She got seriously hurt like never before when Bell rejected her confession so she denies everything about it. She's been lashing out ever since, although that's not really her nature to hurt others and she's made many concessions like leaving Hestia familia alive, not charming Ryuu etc. But even with that she's breaking apart. She thought convincing Bell would be easier and less painful. Her true self is breaking out, which what we see when Horn turns into Syr. It's everything Freya is keeping bottled up, while trying to act like the cold person she's not.
Horn and Hedin are working together to keep Freya from going down this road, because they know things will end even worse if this keeps up. They're doing it for her benefit.
