The only "character" that could possibly be considered the most powerful one would have to be not a character, but the mete idea of a character. I feel like the strongest fictional character that will ever exist would probably come from the CN Branch of SCP because SCP rn is still unfinished even tho its old while WoD is still pretty much.. dead.

See here is the thing when comparing cross verse that is difficult. Verse and different and are like box where everything is created. Each every verse has its own laws and different concepts. So in reality if you put I am that I am from WOD in a verse like Naruto he is not gonna be able to use his powers since this verse has different concepts he cannot just do that it goes against fictional laws unless the writer wants to.
