That is very apparent they seem to be a law unto themselves ... demonstrated throughout Lockdown .. not following federal guidelines who themselves are now just acting privy councils or advisory councils which is all unlawful and outside of the Commonwealth federal law .. which could be further quantified by the fact that all the actions throughout that in High Court decisions have been all deemed unlawful ... so yeah now I get what you're saying it just should not be the case it is always been and I'll repeat if any state law is indifferent predominantly to the state where you reside federal law will apply ...

Northern Territory self governing ACT the title is disingenuous in nature as I believe that was another jurisdictional re-listing omitted through amendment ... you need only go to both the amendments and definitions section absolute open-ended to be abused by anyone or overseas interest can be appointed as acting ministers ect just the name one aspect that will inevitably be taken advantage given the ambiguous open-ended nature to all the legislation
