outpatient's not doing their job properly

Has anyone else experienced this? outpatient mental health community not doing their job? I'm getting really pissed of now. Still not heard from the ''new psych''. Tried calling speaking to the manager. No joy. So now we don't know what to do. Our outpatient's community mental health need to do better. At my wits end.
