Use whistle to teach blowing. Do it every day until kid learns. Also use lighter and tell the kid to blow it. Use straw to make bubble sound in water, kids learn blowing.

Mobile has to be immediately stopped. There is no weaning. Let him cry...it is a tantrum. It takes 2 weaks for the child to settle.
