Kids can take a lot more than you gove them credit for. It's fantasy, it makes them creative, Gravity Falls inspires people to look deeper into things and question everything. I think it's cuz in a weird way he respects the other townspeople and disrespects Preston. Like obviously he doesn't really care about any of them, but he knows he has all the power so when the townspeople threaten him he's probably just like "wow, these guys are funny thinking they can stop me". But Preston is clearly just trying to flatter bill to get out of danger, which is just as useless as resisting but with none of the risk and all of the betrayal and everything, so Bill probably was annoyed to some degree by his weasely-ness and thought it'd be fun to punish him for it
