Comet from Vice City will always be my favorite GTA car. Was super fast, controlled like a dream, and you can always find one parked outside of the golf course. I don't remember the actual stats but I remember reading the hydra in sa has a speed cap and can reach real high speeds if removed (but it makes it near impossible to fly in some areas because the game can't keep up and you'll crash into something)
For some reason, I think the III Infernus is the most beautiful out of all GTA Infernuses... The San Andreas Infernus is 2nd, and IV Infernus is 3rd for me. (Also, the SA Turismo is the best overall in terms of looks here.)

I think the fastest car in Vice City is actually the Hotring Racer. Yes, you can type a cheat code to get it but can also get it WITHOUT using them by completing the Sunshine Auto missions

GTA4 is wrong. The comet only tops at 154 MPH. The infernus is the fastest base car with a top speed of 155 MPH. If we include the DLC, the police stinger is even faster with a top speed of 161 MPH.
Wouldn't the dodo in Vice City be faster than the Infernus? Or for that matter any flying vehicle from Vice City to Gta 4? The Hydra in San Andreas is Faster than the Infernus. A helicopter in GTA 4 is faster than a comet...
