When Retired is its own state of game, since anything that would happen on a card due to an opponents attack/effect cannot happen if the aforementioned card is retired. if a when retired and on opponents attack where to resolve at the same time on your board, when retired would take priority since when retired could be effecting the card that has an effect on opponents attack
