I feel like the Canadian Coast Guard should have prevented them from leaving the Newfoundland harbor, but I understand there were no regulations at the time.
The CCG did see the Titan at the harbour with it's haphazard platform that was towed from the ship and thought it was suspicious, but they did nothing to intervene. They only found about this because the CBC went to question them in Newfoundland

The 'Specialists' could, if they wanted, clean the workshop container or carry nuts and bolts to whoever needed them. The whole setup from Rush's side was to duck and dive from whatever authority he could. This is clearly demonstrated by the paperwork the 'Specialist' had to sign before entering the dive vessel.
I'd say that America is the exact place where something like this happens. There is so much cooruption and people fall for a lot of namedropping. Even the press happily helped with positive hypes, completely uncritical and superficial in their dealings with Rush. Sorry am not American, but that's how I see it.
The US is the first place in the developed world to compromise human safety and health. All the pesticides that are used and a lot of unhealthy things in the diet. Much of it they cannot export to the EU because these things are not allowed there.

To prevent future “rich guys” from taking advantage of people not in the know re: risk. Especially when there’s profit and/greed involved. We study history so we don’t repeat it.
The same standards have to apply across the board if someone ran a shallow water submarine aimed at middle class tourists but cut corners and safety and killed 5 people the same thing would be happening. The law is supposed to treat everyone equally.
