He can't trust the kicker or the defense (and somewhat the Oline). He can't do clock mgt at the end of the 4th cause he might be looking at a missed FG and just enough time for the Broncos to make theirs. Going for a touchdown is smarter but way harder to time (or try to). First 2 4th downs could have lead to 1/4 FGs instead 1/2 FGs. If I were he I would be sweating the kickoffs.
