For those confused about the name of the show. Its a mashup of 2 shows. Countdown is a maths and words quiz usually played by middle ages ladies or university maths students.
And 8 out of 10 cats is a comedy celebrity quiz show. The host and team captains from 8 out of 10 cats are on the "Spin off" version of countdown, which they named 8 out of 10 cats does countdown

Peter Serafinowicz is part of the team behind one of the most underrated British Comedy series of all time "Look Around You" which is very odd but very funny. The first series is a parody of thoae creaky old videos that were shown to British kids in High School when the teacher couldn't be bothered teaching (I'm not sure if the US had the same thing). 1970s production values and strange electronic music. It nails the feel of those shows perfectly and is brilliant fun to watch. The second series moves on to parody 1970s Science and Consumer shows more generally and is equally funny. Really really weird though.

    To explain the strangeways joke.
Strangeways is a prison in manchester on the border with Salford (Salford is a city within the borders of Manchester) and is used to house serious criminals from greater Manchester and the surrounding area. There was famously a riot there in 1990 where prisoners scaled the roof for 25 days. This led to widespread prison reform in the Uk

I often wonder if anyone actually explains the "Eight out of ten cats" thing! About 20 years ago-ish, there was an advert (a commercial as they like to call it State-side) for cat food. The tag line was that 'Eight out of ten cats preferred Whiskas' (Whiskas being the name of the catfood).

The jokes about Geordies/Newcastle is based on the fact that for a long time the north east of England, and the north is general, is more likely to suffer from unemployment and poverty, hence the bailiffs, and being in jail. And Sarah is from that part of England. Jon Richardson is lovely but seen as nerdy, wearing cardigans , being a vegan and overwhelmed by OCD so naturally a target for a lot of jokes. Kwvin Bridges does a a great standup. Maybe find the one where he's standing at a bus stop.
The person you asked about is Peter Szymon Serafinowicz , an English actor, comedian, director and screenwriter, best known for his roles as the title character in the 2016 live-action series of The Tick, Pete in Shaun of the Dead (2004) and as the voice of Darth Maul in Star Wars: Episode I - The Phantom Menace (1999). He has also appeared in many British and American comedy series, and received attention for political satire videos in which he dubs over videos of Donald Trump with various comedic voices. He has also directed music videos for acts such as Hot Chip.

8 out of 10 Cats is a kind of comedy, team, quiz show that was based around silly statistics kinda... If I remember correctly.
Countdown was a competitive game show, where two people at a time will compete at two tasks. The first is making the longest words out of a selection of letters, while the second is using a selection of numbers to try to make a target number. Both of these have a 30 second timer or something, hence the name Countdown... Then, at the end of the show, they normally have a selection of letters that are an anagram of a long word, which the contestants will try to figure out before the other for a bunch of extra points... I think the winner normally gets to stay on for the next show, for a limited amount of times... Later on, the people who did best will play in the finals of the competition
8 out of 10 Cats does countdown, I think, was originally part of some sort of event, possibly for charity or something, where they combined the two as a joke.... Then it did well and they decided to do more... Something like that.

When he made the American Maths/Math joke there was an American comedian on the panel.
A Geordie is a person from Newcastle or the North East of England (just below Scotland) which is where the comedian Sarah Milican is from.
Strangeways is a prison in Manchester. He made a joke about that to a comedian from Manchester which I think you missed.
Whenever Jimmy Carr makes jokes about a place or country there is someone on the panel from there.
He mentions Rolf Harris when the Aussie comedian Adam Hill was on (who only has one leg, which Carr joked about), he was imprisoned for being a paedophile (Google him, it's a disgusting story).

"He mentions Rolf Harris when the Aussie comedian Adam Hill was on (who only has one leg, which Carr joked about), he was imprisoned for being a paedophile".
I think we need clarity here... It's Rolf Harris who is the paedophile, not Adam Hills. Dice M's sentence (as originally written) could be read either way. Ironically, Rolf once recorded a song called "Jake The Peg" about a guy who had an extra leg!

Rich Hall was in there. He's really worth checking out. My theory is that he's British but was accidentally born in Mississippi.
He's made some fantastic dry humoured documentaries about the USA.

a bayliff is someone who comes to your house when your behind on debts / bills etc. Think getting your car towed when your behind on payments. They have to sent you a letter advising you they are coming first so hence the jokes

Not sure how much you've learned about 8 out of 1010 cats does countdown in the past year, but it's a what in England they call a panel show, which is basically it's a game show, but they have only comedians on to add to the fund and they spend more time on. The comedy than they do on the game show. check out qi sometime. and have you seen the 8 out of 10 cats with Joe Wilkerson's poem yet? "EVERINE LITERAALY CRYING OVER JOE WILKINSON'S..."

The reference to bailiffs letters is about the people who collect debts imposed by the Courts. He is implying Geordies are all poor and in debt and owe money. They are all friends really.
