last year we moved 30 application built in circa 2009-10 with *no* developer changes over the 12 years. We moved to apex 22.1 with *no* code changes and it all worked perfectly.
Also had issues with moving different database with apex 4/5; I think they used JMobile. Which I found it easier to cut and paste all SQL into a new version on Apex 22.2 to take advantage of pwa
Although there certainly are cases where components need to be reconfigured or updated between releases of great time differences, the essence of the statement is still true - "no rewrites" means the whole thing, as the case is with many other platforms. Minor changes are not "rewrites" - especially when all the database business logic still prevails perfectly well.

Upgrading from 1.5 to 22.2 with no rewrites is kinda not true 😮. Back in de day even from 3 to 5 a lot of reports broke.
