One slight change I'd make for true BIS Is switching out the "Horrific Flesh Epaulets" for "Plaguebringer's Stained Pants" to pair with the 4 set. Shows as a 40 DPS Increase. But this Is a realistic BIS considering the pants are also cloth with high competition.

Phylacetry Scepter of Terenas if you have no togc cloak, getting Frostbinder is nice. using a prio piece for the contested cloth options is also nice you can also prio max tier with tokens
The Totem is nice, but safe those emblems first for your tier pieces, as you will need a bit more than 300 Emblems for all 4 items AND you NEED the 251 version to upgrade it further :)
@@EleEnjoyer isnt it worth it to go 2p2p considering youll keep t9 hc regalia sets and t10 normal sets and get relic asap? sounds better to me because t10 4p isnt that good imo, or shouldnt be prioritized over t9 hc set or relic that costs only 30 and will be much more valuable to get imho
