yes you need to have your IELTS/OET and your pmq(primary medical qualification) certificate FINAL DEGREE awarded by your medical college , and your college needs to be on the WDMOS, if all is well you can set up a GMC account and then book a plab 1, it is different from USMLE where you can give the step 1 in the 3rd year, which does not require your degree.

Yes, you can take either IELTS or OET. Academic is enough. You can PLAB 1 anywhere you are legally able to travel and where it is available.

You shouldn't based on your having a different job, but you still need ielts/oet for PLAB.
