I’ve thought on the idea of government structure for a while, im by no means an expert, but i quite like the structure of the German Imperial Government and the ideas of “problems should be handled at the lowest possible level” as Eduard von Habsburg said. My ideas on how we might structure a catholic monarchy in the states or really anywhere large would be, -in a large country like America the country is broken into multiple “states” perhaps Kingdoms, Duchies, Principalities, these states would be carved up based on geography, culture, and history, where the State has a Monarch that rules over it and focuses on building up his realm economically and culturally, leading the national guard during war, and keeping his administration/legislature in check. The state monarchs would swear fealty to the Emperor and would chose the representative in the federal legislature/upper house. -In my mind the state governments would retain most of the power with the federal government only focusing on interstate matters much like the early us govt that being regulating interstate trade, federal budgeting, building and maintaining interstate infrastructure, minting money, war declaration and maintaining an army/budget. And a very limited tax/tarriff on exports and imports. Though a heavily federalized system may impede The Emperor’s ability to make large reforms. That is an issue im not sure how to improve while keeping the federal model. I feel that the closer and smaller population wise the govt the more it truly represents the people as you said. -in the federal government the lower house could perhaps be voted in by all males 25 and older with weighted voting to how much you pay in taxes and military service. While the upper house is chosen by state monarchs and the Emperor can at any time dismiss all or one of the legislators, this would be to ensure that any politician that lies to get into office, doesnt do his job, or is paid by big business would be kept out of office. If we keep the federal model perhaps the federal government does not need a lower house and it would overcomplicate things and cause divisions, but im basing it mostly on the German imperial model. This model would ensure that any insane bill that tries negative sweeping reform would be put down quickly. As Franz Josef said to Teddy Roosevelt “my job is to protect my people from politicians, like you” But as you said the main point of the legislature should be to decide how to follow through with church teachings. Its all very complicated and making too large of a legislature threatens the monarch’d power like the Duma. -the emperor would chose the heads of the two or one houses of the legislature depending on how many we decided, and as i said he can dismiss the legislature or representatives, and would be needed to accept the state monarch’s picks for upper house representatives/senators. -the Emperor should control his own state and the largest or strongest at that, Perhaps a portion of the great plains and the rust belt if we built it back up, as it holds the Best farmland and previously most industrial, and isn’t as much of a metro hellhole like Boswash outside of a few cities. The system isn’t perfected in my mind but an Emperor being the manifestation of the Empire and keeping his government in check while wielding semi absolute authority with checks from the church and nobility, And states with decent autonomy headed by monarchs who focus on improving their state’s niche’s cultural relevance and quality of life as well as military service with the emperor, and carefully watched legislatures. It seems like it would spread out the responsibility while lessening the problems with modern democracy like lack of government accountability and mass corruption. I can also see in a smaller country a more centralized model working much better but the Austrian Empire was a bit larger than texas and only had tens of millions of people as apposed to our behemoth. Its all a lot to think about i hope my longpost has given you some new ideas.
