Karl Theory: Karl and Karla were put into the game as Dev cars they were added to test how a car would work with no tires or no engine and how Multiplayer would work, But the engine wouldn't come off and Karl would never spawn in Multiplayer so they just ended up forgetting to take them out.

you can enable your character in the settings
also you can push and drive your car at the same time. Stand in the side of the driver seat and look at the steering wheel, there should be an option to push and drive
Karl theory: Karl had been taken away from Karla and put her in a different version so he is unable to see her again thats why Karl is always trying to kill you.

Edit: under an even further look carl does have an engine and is meant to be a lada 2101 not a plymouth and you can ride in it!
edit: and a fuel tank!
might go on the hunt to dismember Karla and figure out what she was meant to be.

Theory: Karl was a scrapped super-smart AI made to test a huge update that would also be cancelled. Karl, being smart knew he would be deleted so he embedded himself in the game’s core code, and he can control the code, which is why weird stuff happens when Karl appears.
Karl theory: I think that the Karl and Karla cars are just there so the devs can test however the Plymouth works but Karl couldn't be added in both versions so they created Karla so they can test it in different versions of mods

Karl theory: Karl is a model of a Plymouth, the first model of the game, Then, the people who made it was, well fired or kicked out, so before they left the small group,they added Karl and Karla into the game to haunt players who play the game and the devs didn’t notice, now the devs know about Karl and Karla, but the version Karl and Karla are in, the devs don’t have access so they can’t get rid of Karl and Karla.

Theory: Karl and Karla are both rigged dev cars stalking and spying you
k a r l fact: KarL spawns with a blue coloured body that features comically large tailfins, no windows, doors, bumpers, mirrors, interior, or lights. The car's body can also not be painted or restored. KarL has a similar hitbox to and the same size fuel tank as the VAZ 2105, but uses a Dacia engine and radiator and a Trabant speedometer.
To enter and drive this car, first crawl underneath and look above you for the "sit down" symbol that will appear on the crosshair like when you get into a normal vehicle. After entering the car, simply drive as you would normally.
In the multiplayer build (v2022.04.18cdev_multitest) KarL is replaced with an identical pink car called KarLa.
Theory: Maybe Karl knows your trying to Ignore him so he's messing with your game.

Did you know that if you shoot mom's letter (at the house in the mailbox) blood will come out? Also, blood in game can be used as coolant and can also be drank, which teplenishes health too I'm pretty sure but I could be wrong.
