Surface of soil not close enough to the top....therefore not enough light also use cocopeat or compost to grow

I winter sow mine, it was shooting out of the container so I decided to transplant them this morning, I planted them in clumps, last time I tried to do them individually it didn't come out right, keeping my fingers crossed,
