Its being said he's freezing from the inside out. Though he's probably not able to control it at all. But because he HAD THE QUIRK all along, with the right training of endeavor when dabi was younger he probably could've manifested it earlier. But yes, he was always meant to have one. Which explains his white hair (the switch from red to white) and also why his body cannot handle the heat of his quirk. Because it was made for the ice quirk, not the fire one. (Last moments when he was fighting endeavor- suddenly the middle of his chest manifested ice. Endeavor said " reis quirk " , a panel of reis favorite flowers was shown. That was before rei and the family arrived.

I feel bad for him. But the difference is TOUYA deserves empathy. Dabi doesn't. As soon as touya died and Dabi was born he chose his own path and therefore did unforgivable things. However I'm still a proud endeavor disliker too. Both Dabi and endeavor shouldn't be forgiven for different reasons
