Yes, generally it is the same method for perennials. The Manitoba Master Gardener Association has several How-To Videos with this one about bulb planting: th-cam.com/video/0_EaK0U5MQE/w-d-xo.html To access all our videos you can go to: www.mgmanitoba.com/resources/how-to-gardening-videos/

same idea for other perennials? Do you have a preference or any recommendations for fall bulb planting?

What if you don’t have the sulfur is there something else that we can use

The use of sulphur is mainly as a precaution and it acts as a fungicide. Other organic fungicides can be used, but most of them tend to to used as liquids and are sprayed on foliage. One that you could try and it is usually available is a copper sulfate based one called "Bordeaux" or Bordo. Whatever you choose always follow product instructions regarding application and safety with handling.

What is the name of the vine that covers your arbor? thank you.

There are actually two vines on that arbour. The smaller vine is Clematis macropetala 'Rosy O'Grady'. Group 1 clematis, very hardy and doesn't need pruning unless it gets messy, then it can been cut right down and it will regrow. It has pink and white bell like flowers in early spring. The larger vine that grows overtop of the arbour is a prairie native clematis Clematis ligusticifolia with common names such as Western virgin's bower or Old-man's beard. It is also very hardy and needs to be cut back in spring to the strongest stems and during the season often needs to be trimmed as it can get quite aggressive. Flowers are small and white. Seed heads are small.
