I amm confused about the skirt measurements, if my bust is 35inches then should I cut 2 pieces of first tier of length 35inches or should I cut 2pieces of first tier measure 17.5inches length

The only thing is the process of attaching the skirt to the top confused me a little, and too some time and efforts to figure out how to do it so the elastic thing works. I think for the beginners it is very handy to see this also.

I made whole dress only with pink fabric (lining is just same as outer part) and I used 3mx1.6m and some of it left , my measurements : 114, 100, 125 cm (bust, waist, hips)
