Always had CDR. Pretty sure he just misclicks. Checked his VODs on twitch and he almost never levels ult until 17 and 18.

based on my observation, he usually levels up ult at level 11 when he's carrying his team since he needs the cdr as he most likely needs to ult more often while he carries the team
