you have to manually erase and add new builds there is no other solution
bro after install the gis addon i went to webgeodata and basemap but basemap not loading. There is an error " No imaging library available. ImageIO module was not correctly installed." Do you have any idea of it ?. Please temme how to fix this problem

Does this also work with cities that don't have already existing 3d maps on Google earth but do have available streetview? And how about cities that have neither of the two?

You probably shifted your camera after generating basemap in first step. Try to generate buildings in OSM immediately after generating basemap, it should work.
