They haven't always been. When Shirley first arrived, she and Denise didn't get on. Denise was married to Kevin Wicks, who was Shirley's ex husband, and she was causing trouble for them, they didn't start becoming friendly with each other, until much later on. Shirley and Jean have always been close though.
I’ve always said that they need to bring in a couple that’s literally just on Albert Sq because it’s a cheap flat for them, who work off the sq ect and have no family attachments to any other characters who are just confused by everyone and when they come back from holiday or Christmas/New Years, more drama has gone down and they’re just like “What now?!”
