Not really Jiraiya just isn’t powerful enough to handle all 6 paths on his own. Naruto had plenty of help, had mastered Sage Mode (which Jiraiya didn’t) and still got overpowered by Pain.

Strong as he was, Jiraiya was not greater than Pain, as evident from when the two fought in Amegakure. Although Jiraiya managed to take down a few of Pain's paths due to Sage Mode, he was still much weaker than him in comparison.

To be quite honest, I think that SM Jiraiya could beat the Deva path 1v1 mid difficulty. The Deva path definitely has powerful shit but large scale attacks don't mean a win against all people that don't possess that kind of firepower. Considering Jiraiyas tricks and strategic approach to fights, he should be able to deal with the Deva path. Kakashi, Choji, Choza and a few fodder ninja managed to almost beat Deva, had it not been for Asura. And here we have Deva alone, fighting an enemy with maybe smaller strategic skills than Kakashi, but a very versatile arsenal and more firepower/chakra, so Idk

It was stated by Pain himself in his fight against Sage Mode Naruto that it was the farthest that he had ever been pushed, which means he struggled more against SM Naruto than Jiraya. A heavily fatigued Deva Path defeated SM Naruto and right after he also defeated a 6 and 7 tails Kyubi who is significantly stronger than SM Naruto and far superior to anything that Jiraya ever showed, he has absolutely no chance.

Pain said it's the furthest he's ever been pushed when Sage Naruto already took out several Pains, meaning he fought against ALL bodies, not just Deva, if Naruto fought against Deva only it would've probably been a short fight. Again Deva was literally afraid of fighting BASE KAKASHI alone cuz he acknowledged the threat and had to bring in another Path. The Deva path is strong and stuff but not an 1v1 fighter. If he doesn't just use chibaku tensei or some shit at the start, most of his enemies would catch onto his 5 seconds gap and for stronger people like Kakashi, Naruto and Jiraiya that would be enough to kill him like Naruto already did, Kakashi too actually, if it hadn't been for Asura.

"Holding ground" means what? One arm Jiraiya held his ground against Pain. Ino-Shika-Cho held their ground against Kakuzu. Holding your ground is just a nice way of saying losing badly but not dying cuz plot. Deva was getting shat on by kyuubi Naruto and ran away so he could use chibaku tensei. And unlike kyuubi Naruto who just managed to break out of the whack chibaku tensei, Jiraiya could literally use a reverse summon or basically anything to not get sucked into the chibaku tensei, can't be too hard to not stay still while slowly being beamed up into a giant stone ball.
I do not think that Jiraiya is stronger than all 6 Pains or could even come close to beating them alone, not to mention Nagato who'd win 10/10 but just Deva path beating him? Easily at that? Naw.

Pretty good. I agree on a lot. Only thing I'm a little iffy on is the scale. Genma wasn't a jonin, he was a special jonin which is lower. Jonin's are pretty rare and are "elite ninja" by definition. There isn't much difference between the top jonin and some of the weaker kage. Like obviously Kakashi could beat some kage in PT 2 even though he's still technically a jonin. Also, tsunade being a high-kage, i guess that could work, she was on par with 4th raikage, but for both I would put them mid-kage level.

Pain was just overpowered when he was introduced, I don't see how Jiraiya could've won there, even Naruto with sage mode mastered who was stated to have already far surpassed JIraiya couldn't beat the Asura path on his own, he had to go 8 tails if I remember correctly? So no, I do not think Jiraiya would've won at all.
