    I heard of tofu building , but this is tragedy. Felt sorry for the children families who had to suffer.

    Yes, you nailed the reasons correctly. That's the trouble with with that system. Its getting a bit like this in UK too. Contractors subcontracting several times especially in Council schemes - same thing.

    as far as blaming construction workers, it might be unfair to put 100% of the blame on them but they are by no means not guilty. there is no way they would not have known about it.

    I kind of feel that there is a cultural element here. In Asia, and China especially, people are very worried about "losing face". Which is when they fail at something. The west is often considered to have harsh working environments, because we do not shy away from telling people when they are doing something wrong. We accept failure, and generally failure does not lead to negative consequences but we learn from it. We are also happy to figure out root causes and sometimes find out that failures are caused by people with more authority (like your manager does not have the right process in place to prevent a problem).
    My theory is that the Chinese culture means that when things go wrong, such as a construction company not having enough money, the poeople in charge would rather cheat (using cheaper, fake materials) than accept and communicate that they cannot build what they have promised. And at the same time, this culture prevents workers from escalating problems to their boss, because they would never allow their boss to lose face or risk getting fired. So I think this is a bit of a cultural phenomenon that leads to suffering.
    The political factor plays another role here, because politically China always wants to look good, so there is high pressure within politics to swipe problems under the rug rather than systematically addressing it. For example, for a politician it would be very bad to suggest a measure whereby building quality is measure, because if the numbers are leaked to the world then China might look bad. So even if these measures are enforced, local politician will cheat the numbers to make it appear that everything is okay, due to fear of looking bad internationally or within the party.
    At least this is what I understand from talking to people who have grown up or lived in China. At the same time I have to say that I love China and the people and I hope that they can get rid of the CCP and adjust their culture, because they are a very productive society and a lot of the suffering is simply unneccessary.

      I was posted to work in China for a few years (2013 to 2015). Corruption was rife. My Chinese colleagues loved Xi more than previous presidents because he solves corruption and pollution problems. Also not true that causes of failures are hidden and not talked about. Social media make sure of that.

    while corruption and cover-ups are not unique to communist countries, the main difference is that cover-ups are often successful in communist countries while it's often not successful in democratic countries.

    I support tofu dregs because they easily break or collapse.
    And then we can rebuild them , so this adds to china's GDP.
    Who doesn't want more jobs , right?
    Who doesn't want new buildings ?
    My Chinese smartphone easily breaks,
    So I'm happy to buy new ones all the time. This is my way of contributing to society and to our GDP.
    My smartphone also gets snatched or stolen often , so that is also one way of sharing my wealth to the needy or less privileged.

    Albeit for somewhat different reasons, but this is coming to Canada, and any other countries promoting DEI over merit as well. We are facing a crisis of competency in the West, sacrificing capable and competent all for the sake of promoting 'DIVERSITY'... of gender and ethnicity. In ten to twenty years it will become more common to hear of airplanes crashing or falling out of the sky because of incompetent operators or faulty construction. The same with bridge and building construction as companies will only be given public contracts if their board and or ownership meets a certain diversity quota. The same with inspection of buildings and bridges...I've seen so many 22-24 yr old young women wearing the 'white supervisor' helmet with clipboards in hand ordering much older, and experienced people around on job sites in recent years...there will be a reckoning.
