Yes, in Islam anything that leads to zina (illicit sexual engagement which includes adultry, fornification etc) is prohibited. So this means that dating definitely falls under this category as it is one of the greatest temptation to zina. In addition, females and males are required to lower their gaze when looking at opposite genders and guard their modesty, but how can you do that when dating? So it's not just about touching, it is the whole concept of blind dates, or dating in general, that is wrong.
