No, these are two different functions. The scan you are referring to sweeps through the frequencies and stops on a station when it hears a transmission. The frequency scan feature he is referring to sits idle and listens for ANY signal coming into the radio and displays the strongest signals frequency on the screen. So for instance if someone is nearby and using a frequency you do not know you can immediately pick up their frequency and it will display on the screen. It also picks up any tones being used in the transmission. It allows you to quickly find people using radio in your area vs scanning all the frequencies until you stumble up on a signal.
Interesting that the H8 high power was 5. I have seen other reviews where they were getting close to ten watts. I will connect my H8 to a power meter to check , I have it in “unlocked” mode. It also limits power when in GMRS mode to five watts, and allows full power when in Ham Amateur mode.
Please test on the TD-H8 the VHF reception with a fairly weak signal. The lit display interferes, when display extinguishes, the interference is gone. Set under option. Six back light display to the minimum five seconds for ease.

Which version were these, the ham or the GMRS? I heard that depending on the version it does affect the power output on high and low.
When I do a power measurement on my unlocked H8 it transmit with 11 watts
