I had the joy of visiting Rodney Brook's laboratory at MIT in the late 1980's and he was studying a similar problems with a group of "lunchbox" robots at that time. Earlier he had proposed subsumption architecture controllers that could learn from experience, which he hoped would reduce the need for coding. He had several walking robots that kind of learned how to walk on their own. You stand on the shoulders of giants.

there is no specific software, you have to come up with consensus algorithms so that all the nodes are in relevance
