  • FMVSS 222 SECUREMENT SYSTEM
A 7-point system: 4 points to secure the wheelchair; 3 points to secure the student:
The shoulder belt MUST be attached to the vehicle. The lap belt can be attached to the wheelchair 4-point system or to the vehicle.
    Wheelchair must be forward-facing
The securement system is designed to be used with the wheelchair facing forward and is tested that way. All new school buses manufactured with wheelchair securement systems since January 1994 have forward-facing systems.

I would recommend releasing the handbrakes whilst securing the floor restraints, this allows the chair to be firmly anchored when tightening the restraints... Reapply the brakes once this is done.

Love this! I work for an adult daycare and am going to be training for wheelchair tie downs as I’m going to be switching routes with one of my coworkers.

With the the hook system (Some come from different manufacturers) I was trained to hook the front of the wheel chair with the Hook facing outwards. Away from the passenger. The rear hooks facing inwards. When the wheel chair is hooked up push back and forth to assure the hooks are tight. Then apply the brakes on the chair. This for the ratcheting type system which automatically tightens the belt hooks. As per Access-A-Ride in NY. That's how I hook up my passengers for the NYC DOE and the NY State system also. The three point belt hook up is with the release button on the side of the passenger so the passenger doesn't have access to release the belt...(Special needs). I have the same system on my bus that you show on your video. I find turning the tightener is time consuming as opposed to the ratcheting system. But they both do the job.
I train my new matrons similar to what you showed. Thanks for the video. Something I can forward to my friends who are interested in working on school buses.
Now I would like to see the pay scale go up for qualified persons who work on the school buses across the country. From my research of different locales? People who flip burgers make more than a properly trained driver/matron. If one has to go for periodic refresher courses on a yearly basis, to maintain their proficiencies? Then one should be compensated in accordance with their professionalism. Had to throw that in there for any other school bus drivers/matrons who read this. Thanks again for your great video!

Thanks for inspiring me. As you know (I am assuming, but I am 99% sure...), all instructors / trainers have their moments.
Sometimes, I feel like... ...does anyone even cares?
When someone such as you comes along, it validates / reiterates the reason why I agreed to do it at the first place: safety, dedication and empathy.
      Thank you so much!

I feel the same way JJ Bellemare, I do it to share my knowledge and to help all school bus drivers be better at transporting our precious cargo. I feel that I can call you a friend and with that said, please keep uploading videos. I plan on doing the same. We in California get tested by CHP, California Highway Patrol. CHP is very strict and they expect the best of all school bus drivers. So, keep up the dedication. You are awesome in my book.
      Thank you.

Before my question Mr. Luis, great job with your visual aids, it really help me during my upgrade process at my job. I wish there where more trainers like you at more districts. Question: is it against the law to have the 3 point system set up/hooked while transporting students before using them? Hopefully my question makes sense.

I have not seen anything in code of regulations, vehicle code or Ed code that says otherwise. But the CHP carrier inspector at my school district said that it is recommended to put everything away while enroute if not used. Hope I was able to help.

The way the occupant restraint is routed is incorrect and unsafe. the pelvic belt should be routed close to the body and NOT over the armrest as this video shows. Route the belt in between the backrest and the armrest to get a snug fit and prevent the child from sliding out and underneath the pelvic belt.
